If you’re finishing your last semester in Canada, your Post-Graduation Work Permit (PGWP) is one of the most important documents you’ll ever apply for. It lets you work for almost any employer, anywhere in Canada, and for many international graduates, it’s the first step toward permanent residence.
But the rules changed significantly in November 2024, and most PGWP guides online are already outdated. Here’s a complete, current breakdown of everything you need to know before you apply.
Are You Actually Eligible? The 3 Core Rules for 2026
Not everyone qualifies. Before anything else, confirm you meet all three of the following.
Rule 1 – Program Length and Full-Time Status
Your program must be at least 8 months long at a designated learning institution (DLI). You must have studied full-time in every semester; the only exception is your final semester, where part-time is permitted if you only had one or two courses left to finish.
Rule 2 – The 180-Day Clock
From the day your school officially confirms you have completed your program, through your final transcript or completion letter, you have 180 days to submit your PGWP application. Miss that window, and you are no longer eligible. Don’t confuse this with your convocation ceremony, which often happens months later. You can apply as soon as you receive the completion letter.
Rule 3 – Your Study Permit Status When You Apply
If your study permit is valid when you submit, you can apply normally and work full-time while IRCC processes your application. If your study permit has expired, you must restore your status first, and you cannot work legally during that period. This is a critical distinction that catches many graduates off guard.
The New 2026 Language Requirement
As of November 1, 2024, a language test is now mandatory for all PGWP applicants. This was not required before 2024.
Minimum scores required:
- University graduates (bachelor’s, master’s, doctoral): CLB/NCLC 7 in all four areas
- College and polytechnic graduates: CLB/NCLC 5 in all four areas
Accepted tests: IELTS General Training, CELPIP General, TEF Canada, TCF Canada, and PTE Core.
One critical step most people miss: language test results must be submitted through the Client Information Portal, not the main application portal. If you forget to upload them there, your application will be delayed or rejected.
A growing strategy among international students: enrolling in French school before graduation and taking the TEF exam. A valid TEF score can be used for both the PGWP application and, later, an Express Entry PR application, potentially cutting the time to PR eligibility down to one year of Canadian work experience instead of two to three.
Documents You Need Before You Log Into IRCC
- Official final transcript (if two back-to-back programs, merge both into one PDF)
- Completion letter from your institution confirming the program end date
- Passport (clear scans of the photo page, last page, and any pages with visa stamps). Your PGWP cannot extend beyond your passport’s expiry date, so renew it first if it’s close
- Digital photo (420 x 540 pixels, under 4 MB)
- Language test results (uploaded to the Client Information Portal)
- Statement of purpose / letter of explanation
- Application fee (CAD $255)
How to Fill IMM 5710 – The Form That Decides Your Application
The IMM 5710 is the core PGWP application form. Fill it wrong and your application won’t move forward. Open the form using Adobe Acrobat (required, no other PDF reader will work).
Key fields to get right:
- UCI number: enter your study permit number (8-10 digits), no spaces, no dashes
- Name: exactly as it appears on your passport. If your passport has no surname, put your full name in the family name field and leave the given name blank
- Application type: select Apply for work permit for the first time or with a new employer
- Mailing address: use an address where you can reliably receive documents
- Coming into Canada: enter both your original date of first entry and your most recent date of entry
- Education section: if two back-to-back programs, enter the start date of your first study permit and the end date of your second
- Employment history: cover the last 10 years or since age 18, whichever is shorter
Once complete, hit Validate to generate the barcode. If you edit anything after validating, you must validate again. Submit the latest version only.
Processing Times and Working While You Wait
Online PGWP applications submitted from inside Canada are currently taking 90 to 180 days to process as of mid-2026.
Once you submit, you’ll receive an authorization letter (IMM 0127), usually within about a week. This letter confirms you are legally allowed to work full-time in Canada while your PGWP is being processed.
If your study permit had already expired before you submitted, you cannot work during processing, implied status only applies when your permit was valid at the time of submission.
